But how do I use Volview but locally, not on the web if it is not my computer directly?
volview load the data locally in the browser, it is not sent on the web.
The previous version of volview seems discontinued, but @Forrest may know more.
The desktop version of VolView is quite old and discontinued. You could email kitware@kitware.com to see if licenses are still available, but I don’t think they are.

We have many other tools that provide similar functionality: 3D Slicer and VolView (most recent web-based version). Perhaps one of them will work for you. We’re happy to provide help with choosing one, if needed.
